Short answer: the best free flag maker depends on what you need. Flag Designer (Tennessine) has the largest template library of the tools here and can print real wall flags. Flag Maker Free is designed for quick, no-account exports: PNG, SVG, a waving GIF, a printable page or a coloring page from one design. Flag Creator has detailed symbol tools, but text and commercial use need a paid plan. Flag Maker Online is a simple no-account editor that accepts your own logo. Canva and Adobe Express are general design apps: good if you already use them, but they need an account and are not built around flag design. Two more free tools, VexilForge and Flagmaker.org, are covered after the main six.
Disclosure: Flag Maker Free publishes this guide and is one of the tools compared. We checked every competitor fact below on the tools' own websites on October 18, 2026. Where a site does not say something, we write "not stated" instead of guessing. Prices change, so check before you pay.

1. Flag Maker Free – built for quick, no-account exports
Flag Maker Free is our own tool, so read this section with that in mind. It is a free browser-based flag maker with 17 layouts, 20 symbols, text in 4 fonts, 6 color slots and 5 standard aspect ratios. It downloads a PNG up to 4800px wide or an SVG, and separate pages turn the same design into a waving flag GIF, a printable flag for US Letter or A4, or a coloring page. Nothing is uploaded, and a share link stores the design in the URL.
Limits: there is no image upload, only 18 simple national flag presets (no coats of arms), no gallery of other people's flags and no printed flags. If you need an exact copy of a complex real flag, Flag Designer or Flag Creator will serve you better.
Best for: students and teachers who need a printable or coloring version of their design, and anyone who wants a PNG, SVG and animated GIF of the same flag without an account.
2. Flag Designer by Tennessine – best template library
Flag Designer says it is "completely free, with no watermarks, no limit, no sign-up and no login required." It offers more than 250,000 templates: flags of every internationally recognised country, many subdivisions such as US states and Canadian provinces, and thousands of designs shared by users. You can add shapes and emblems, upload your own images, search Wikimedia Commons for free assets and trace images. Downloads are PNG or SVG, and you can share a link. A free Tennessine account lets you publish designs to a profile.
It also sells printed wall flags (38″ × 61″, polyester knit with grommets) with delivery to the United States, Canada and the European Union. The print price is not stated on the main page.
Best for: vexillology fans, redesigns of real flags, roleplay communities, and anyone who wants a physical flag of their design.
3. Flag Creator – best symbol tools, but key features are paid
Flag Creator, built by developer Sven Speer, has a free version that does not require registration. Its 2026 updates added adjustable stars, crescents, suns and polygons, non-rectangular flag shapes such as pennants and swallowtails, SVG import, 160 historical flag templates and a companion Map Maker for worldbuilding. Downloads can be PNG with a transparent background.
Limits: adding text, Pro elements and named online saves are Pro features. Its license page says free designs are for non-commercial use only; even a website that earns money from ads counts as commercial. Plans are $5.99/month (personal use), $19.99/month (commercial license) or $99 once for Lifetime Pro (commercial license). The experimental waving flag feature was removed in January 2026.
Best for: worldbuilders who want detailed heraldic-style symbols and maps, and are happy to pay for text and online saves.
4. Flag Maker Online – simple editor with logo upload
Flag Maker Online is another free, no-account browser editor. It offers 20 starting layouts, symbols, shapes and text, and – unlike Flag Maker Free – lets you upload your own image or logo. Designs can be saved to "My flags" in your browser, and downloads are PNG, JPG or SVG. Its FAQ says there is "no paid tier, no watermark on downloads and no limit".
Best for: club, team or business flags that need an existing logo on them.
5. Canva – best if you already design in Canva
Canva's flag maker is part of the general Canva editor: you search for "Flag", pick a template and customize it with drag-and-drop tools, its media library and real-time collaboration. You need a free Canva account. Canva Free includes 1.6M+ templates and 4.7M+ photos, graphics and other assets.
Limits: on the free plan you can download PNG, JPG and PDF; SVG downloads and transparent backgrounds are Pro features. Designs that use premium elements must be paid for or downloaded as a watermarked draft. Canva Pro was listed at US$144 a year for one person.
Best for: teams and businesses making a flag that must match the rest of their brand, especially if they already use Canva.
6. Adobe Express – general design app, no flag-specific tools
We did not find a dedicated flag maker in Adobe Express; you would design a flag on a blank custom-size canvas or a banner template. The Free plan costs $0 with no credit card, but Adobe's help center says you need to sign up for an account. It includes 100,000+ templates, 4,000+ fonts, 1M+ Adobe Stock assets and 5GB of storage, and Adobe documents downloads as PNG, JPEG or PDF. Premium costs US$9.99 a month.
Best for: people already in the Adobe ecosystem who want a flag graphic alongside other social or print designs.
Also worth a look: VexilForge and Flagmaker.org
These two free tools came up when we re-checked the field on October 18, 2026. We list them separately so the six-tool comparison above stays as it was published, but they are direct alternatives.
| Tool | Free plan | Account needed? | Free downloads | Stand-out feature |
|---|---|---|---|---|
| VexilForge | Everything is free, no watermark | No | PNG up to 2400px, SVG, black-and-white coloring outline | 167 symbols, 84 templates, 34 pride flags, six flag shapes, optional AI design review |
| Flagmaker.org | Free plan; its pricing page lists watermark removal, premium elements and high-res SVG and PDF exports as paid: Premium ₹299 a month or Premium Lifetime ₹1,999 one-time (checked October 22, 2026) | Not stated | Flag maker: PNG, JPG. Flag Waver: 5-second WebM or GIF | Image upload, and a 3D flag waver that animates an uploaded PNG or JPG |
VexilForge says every symbol, template and export is free with no sign-up. It offers 28 classic layouts in 84 colourways, 34 pride and identity flags, pennant and swallowtail shapes, a random and fictional flag generator, and a coat of arms maker. Designs stay in your browser. Its AI review checks a flag against classic design principles, with a small hourly limit. Compared with Flag Maker Free, it has far more symbols and pride flags, but its PNG tops out at 2400px and its home page does not mention GIF or print-page output.
Flagmaker.org has two parts. Its Flag Maker editor adds colors, text, elements and uploaded images and exports PNG or JPG on the free plan; SVG and PDF exports need its paid Premium plan (checked October 22, 2026). Its Flag Waver takes a PNG or JPG you upload, lets you adjust swing, speed, vertical and horizontal motion, and downloads a 5-second WebM or GIF. If you already have a flag image, it is a direct alternative to our waving flag GIF maker. Ours animates a design you build on the page, with no file to upload.
Which tools export the same design as PNG, SVG and GIF?
We re-checked each tool's own pages on October 19, 2026. "Not stated" means the pages we read do not mention it, not that it is impossible.
| Tool | PNG | SVG | Waving GIF of the same design |
|---|---|---|---|
| Flag Maker Free | Yes, 600–4800px | Yes | Yes: Animate this flag opens the same design in the waving flag GIF maker (GIF or WebM) |
| Flag Designer (Tennessine) | Yes | Yes | Not stated |
| Flag Creator | Yes | Not stated (offers SVG import) | No – its experimental waving flag feature was removed in January 2026 |
| Flag Maker Online | Yes (also JPG) | Yes | Not stated |
| VexilForge | Yes, up to 2400px | Yes | Not offered: its home page, FAQ and site map list PNG, SVG and a coloring outline, with no GIF or animation |
| Flagmaker.org | Yes (also JPG) | Paid only – the free plan exports PNG and JPG; SVG and PDF exports need its Premium plan (checked October 22, 2026) | Separate step: download a PNG or JPG, then upload it to its Flag Waver for a 5-second GIF or WebM |
| Canva / Adobe Express | Yes | Canva: paid Pro feature. Adobe Express: not stated | Not checked (general design apps) |
In short: of the tools we checked, Flag Maker Free is the one where PNG, SVG and a waving GIF of the same design are all free and on the same site without re-uploading a file (we make it – see the disclosure above). If you only need PNG and SVG, Flag Designer, Flag Maker Online and VexilForge also do that for free. If you already have a flag image, Flagmaker.org’s Flag Waver can animate it. You can see a real PNG, SVG and GIF made from one design on our home page.

How we compared
How we chose these tools: each one must make a flag in a web browser, have a free plan, and show up for searches like "free flag maker" in October 2026. We left out apps that only sell printed flags. We read each tool's home page, pricing page and help or license pages on October 18, 2026, and recorded only what they state. We did not run speed tests, test print quality or count every template ourselves, so this guide does not rank tools by speed or quality. If a tool updates its plans, the official page wins over this table – and if you spot an error, tell us via the contact page.
Summary
For a free flag with no account, Flag Maker Free, Flag Designer and Flag Maker Online all deliver PNG and SVG files. Flag Designer stands out for templates and physical printing, Flag Creator for symbol detail (with paid text and commercial use), VexilForge for its symbol and pride-flag library, and Flag Maker Free for turning one design into a GIF, a printout and a coloring page. Canva or Adobe Express suit a flag that must match a wider brand design.
